Mockingbird Station: A Live Case Study in Transit-Oriented Development brings together public- and private-sector leaders to discuss how transit investment, parking policy, public incentives, and development decisions come together in practice.
This is not a retrospective. The event uses Mockingbird Station as an active, in-progress case study. As one of Dallas’ earliest transit-oriented developments now undergoing a second phase of reinvestment, it creates a timely opportunity to examine how places evolve over time, including the tradeoffs, constraints, and coordination required across multiple stakeholders.
The program will feature perspectives from DART, the City of Dallas, NCTCOG, and Trammell Crow Company. Together, the group will walk through the history of the site, the policy and funding framework behind it, and the realities of delivering and evolving a TOD in a built environment.
For anyone working in real estate, planning, or public policy, this is a chance to engage with a real project and hear directly from the groups shaping it.

Meet The Panelists

Kevin Spath, AICP, EDFP, HDFP
The mission of the City of Dallas Office of Economic Development is to promote Dallas as a diverse, equitable, and globally competitive business destination that fosters economic opportunities for all areas of the city. As the Director, Kevin leads a team of approximately 40 professionals across several functional areas including catalytic real estate development incentives; tax increment financing districts; business development incentives; community development incentives; small business development assistance, public improvement districts, budget, compliance, and administration.

Jack Wierzenski, AICP
Jack Wierzenski has worked for Dallas Area Rapid Transit (DART) since 1991. He is responsible for developing and implementing strategies to capture the Transit Oriented Development (TOD) opportunities and benefits around DART’s transit system. Mr. Wierzenski serves as DART’s primary point of contact with the development community and the 13 cities within its 700-square-mile service area to facilitate and implement transit-supportive development initiatives.

Travis Liska
Travis Liska is a Program Manager at the North Central Texas Council of Governments, the Metropolitan Planning Organization for the Dallas – Fort Worth region. He has over ten years of experience in regional planning for transit-oriented development, parking management, and coordinated land use and transportation projects. At NCTCOG he’s led the creation of the Coordinated Land Use and Transportation Planning Task Force, successfully won several competitive federal infrastructure and planning grants, and developed numerous regional plans and studies on topics ranging from value capture to gentrification.

Joel Behrens
Joel Behrens serves as Market Leader of the firm’s Dallas-Fort Worth office. In this role, he is responsible for the day-to-day operations and strategic oversight of all new development and investment activity for TCC and High Street Residential (HSR), the firm’s residential subsidiary, throughout the region. Joel joined TCC in 2008 and was named Principal in 2015. He previously served as a Managing Director, responsible for sourcing and executing real estate acquisition and multifamily development projects in the Dallas-Fort Worth market. During his tenure at TCC, Joel has executed 9.5 million square feet of office, multifamily, and mixed-use development projects, totaling over 6,500 units.
